The Food Safety and Standards Authority of India (FSSAI) has issued a notification on 8th August 2025, announcing an amendment to the Food Safety and Standards (Labelling and Display) Regulations, 2020. The new rules will come into effect from 1st July 2026 and focus specifically on the labelling of coffee-chicory mixtures.
The draft amendment was first published on 17th February 2025 for public feedback, as required under the Food Safety and Standards Act, 2006. The Gazette copies were made available on 20th February 2025, after which objections and suggestions were reviewed. Based on these, the final notification has now been issued.
Objective of the Amendment
The primary goal of this change is to ensure transparency and consumer awareness. Many consumers are unaware of the proportion of chicory mixed in coffee. With mandatory percentage declarations, customers can make better informed purchasing decisions.
Key Amendment: Coffee-Chicory Mixture Labelling
The amendment introduces clear front-of-pack labelling requirements for coffee-chicory mixtures. Consumers will now be able to see exactly how much coffee and chicory is present in the product before purchase.
For Coffee-Chicory Mixture (regular)
Every package must carry the declaration: “COFFEE BLENDED WITH CHICORY”
This mixture contains:

For Instant Coffee-Chicory Mixture
Every package must carry the declaration: “INSTANT COFFEE-CHICORY MIXTURE MADE FROM BLENDS OF COFFEE AND CHICORY”
This mixture contains:
- Coffee …… %
- Chicory …… %
Alternatively, the label may also be displayed in a shorter form as: “INSTANT COFFEE-CHICORY MIXTURE – COFFEE .… %, CHICORY …… %”
Implementation Timeline
The new labelling rules will come into effect from 1st July 2026, allowing food businesses almost a year to update their packaging and ensure compliance.
This amendment is a significant step towards honest labelling and fair trade practices in India’s coffee market. By making percentage labelling compulsory, FSSAI aims to strengthen consumer trust and help people make informed choices about the coffee they consume.
