Government Tightens Rules for Edible Oil Sector to Boost Transparency and Food Security

The Department of Food and Public Distribution, under the Ministry of Consumer Affairs, Food & Public Distribution, has updated the Vegetable Oil Products, Production and Availability (Regulation) Order, 2011. The new version, called the VOPPA Order, 2025, aims to make the edible oil sector more transparent and better regulated. The amendment focuses on improving how edible oil production and stocks are monitored in India, helping the government plan policies more effectively and strengthen national food security.

Industry Response and Progress

The edible oil industry has responded positively to this change. Many units have already registered on the NSWS portal and started submitting their monthly returns regularly. This shows the industry’s willingness to support transparency and accountability in the sector. The government has made it clear that failure to register or submit returns will be considered a violation of the amended order. Non-compliant units will face penal action under the VOPPA Order, 2025 and the Collection of Statistics Act, 2008. To enforce compliance, the Department will soon launch inspection drives and field checks to identify units that have not followed the new rules.

Accurate data collection will help improve planning, ensure smoother supply chains, and support India’s larger food security goals. All edible oil producers and traders are urged to comply immediately and contribute to creating a more efficient, data-driven, and reliable edible oil sector for the country.

Mandatory Registration for All Edible Oil Units

According to the revised order, all manufacturers, processors, blenders, and re packers of edible oils must now register online under the VOPPA Order.

This step ensures that the government receives accurate and up-to-date data from across the edible oil supply chain.
