The Government of India has stepped up monitoring of the edible oil sector by issuing show cause notices to some large edible oil companies for failing to comply with the amended Vegetable Oil Products Production and Availability (Regulation) Order, 2025 (VOPPA Order, 2025). The action follows inspections that revealed non submission of mandatory monthly returns despite repeated reminders from authorities.
Mandatory Registration and Monthly Reporting
Under the amended VOPPA Order, all manufacturers, processors, blenders, and repackers of edible oils must register on the National Single Window System (NSWS) and the VOPPA portal. They are also required to submit monthly returns detailing production, stocks, imports, sales, dispatches, and consumption of various edible oil products such as crude and refined oils, blended oils, vanaspati, and margarine. These measures aim to create a transparent and data driven system for better monitoring and policy planning.
As part of a nationwide compliance drive, the Department of Food and Public Distribution (DFPD) conducted inspection drives, including in Indore, to verify registrations and check the accuracy and timeliness of monthly filings. Based on inspection findings, show cause notices were issued to companies that failed to submit required returns. Such non compliance is treated as a violation of the VOPPA Order issued under the Essential Commodities Act, 1955. The concerned companies have been given seven days to explain why action should not be taken against them. Authorities have indicated that continued non compliance could lead to further action, including inspections and possible confiscation, as permitted under the law.
Capacity Building and Future Inspections
Alongside enforcement, the government is also focusing on capacity building. A national workshop was held in Indore in November 2025 to guide industry players on accurate data reporting, portal registration, and timely submission of returns. Similar workshops are planned in other states to improve compliance. The government has also made it clear that more notices will be issued to units that remain unregistered or fail to file returns. Additional inspection drives are planned across various regions, including Haryana and Rajasthan in January 2026, to ensure uniform compliance.
Focus on Transparency and Food Security
The government has reiterated that these steps are part of a broader effort to ensure transparency, accountability, and effective regulation in the edible oil sector. By enforcing the amended VOPPA Order, authorities aim to strengthen data based decision making and support national food security goals.
