Government Introduces Updated Rules for Vegetable Oil Sector

The Government of India has announced the amended Vegetable Oil Products Production and Availability (Regulation) Order, 2025 (VOPPA 2025) to make the edible oil industry more transparent and better monitored. The new rules aim to improve data collection, strengthen oversight, and support food security in the country.

Nationwide Workshops to Support Implementation

To ensure smooth implementation of the new order, the Department of Food and Public Distribution will conduct workshops across major Indian cities where edible oil processing units are located. The first session will take place on 15th November 2025 at the SOPA Auditorium in Indore, Madhya Pradesh. These workshops will:

  • Explain the importance of accurate and timely data submission
  • Demonstrate how to register on the National Single Window System (NSWS) and the VOPPA portal
  • Provide hands-on support for submitting mandatory monthly reports

After the Indore workshop, similar programs will be held in other key states. Officials will also visit units in nearby locations to guide producers on compliance.

Mandatory Data Submission for Producers

Under the new rules, all producers of edible oil including crude and refined oils, blended oils, vanaspati, margarine, and solvent-extracted products must register on the official portal (https://www.edibleoilindia.in) and submit monthly reports. These reports must include production details, stock availability, imports and dispatches and sales and consumption. The filing deadline is the 15th of every month.

Goal: Better Transparency and Strong Food Security

The updated order is intended to build a reliable and data-supported edible oil system in India. With accurate industry information, the government can plan policies more effectively and respond to market issues quickly. This initiative supports India’s long term goal of becoming self-reliant in the edible oil sector. The government has made it clear that registration under VOPPA 2025 is compulsory. Any producer who fails to register or submit monthly returns may face penalties, including fines and action under the Essential Commodities Act, 1955 and the Collection of Statistics Act, 2008. Edible oil manufacturers and packers are strongly encouraged to register immediately and follow the requirements to avoid legal consequences.
