FSSAI Plans Ban on PFAS and BPA in Food Packaging

The Food Safety and Standards Authority of India (FSSAI) has suggested new changes to the Food Safety and Standards (Packaging) Regulations, 2018. The goal is to stop the use of harmful chemicals in food packaging and protect consumer health.

The new draft rules, called the Food Safety and Standards (Packaging) Amendment Regulations, 2025, add strict requirements under Regulation 3. These mainly focus on banning two types of chemicals used in packaging.

Ban on PFAS

The draft states that Poly and Perfluoroalkyl Substances (PFAS) cannot be used in food contact materials. PFAS are often called “forever chemicals” because they stay in the environment and the human body for a long time. They are commonly used in coatings to make packaging resistant to oil and water, but they pose health and environmental risks.

Ban on BPA and Its Derivatives

The draft also proposes a ban on Bisphenol A (BPA) and its related chemicals. These are often used in making plastics like polycarbonate and in epoxy resins. BPA can leak into food and drinks, and studies have raised concerns about its impact on human health.

Public Feedback Invited

FSSAI has opened the draft for public consultation. People or organizations who want to give suggestions or objections have 60 days from the time the official Gazette notification is released. Comments can be sent in writing to the Chief Executive Officer of FSSAI or through email at regulation@fssai.gov.in.
